Mayor and Council – Regular Meeting Recap

Roswell’s Mayor and City Council held their first regular meeting of the month on Tuesday, October 13, 2026, at City Hall. Mayor Robichaux had an excused absence, so the meeting was led by Mayor Pro Tem Beeson. View the full agenda. Agenda item numbers below correspond to items as listed on the official agenda.

The evening’s business began with Council voting 5-0 in favor of approving two items on the Consent Agenda (Consent Agenda, Items 1-2). Those votes included approval of:

    • Minutes of the September 28 Mayor and Council Meeting.
    • Authorizing the Mayor or City Administrator to award a task order with Utility Asset Management for the Charleston Drive Stormwater Pipe Lining Project. The total project authorization is for $146,836.

    Regular Agenda

Before beginning business on the Regular Agenda, Council voted 5-0 to defer a resolution to authorize the Roswell Development Authority (RDA) to coordinate a proposed joint marketing and redevelopment process for properties at Oxbo Road and Atlanta Street (Regular Agenda, Item 6). The City owns approximately 1.35 acres at that intersection and has received interest from adjacent property owners in coordinating with the City to evaluate redevelopment opportunities. With the deferral, this issue could come back before Council for their consideration at a future meeting.

The first item on the agenda saw discussion of an intergovernmental agreement (IGA) with Fulton County (Regular Agenda, Item 1). This IGA would allow for participation in the City of Roswell’s East West Connector Tax Allocation District (TAD) #1. Council voted 5-0 to approve the IGA and to authorize the Mayor or City Administrator to sign the final negotiated document.

Council then voted 5-0 to approve funding for replacement of playgrounds at four city parks (Regular Agenda, Item 2). The improvements, which will take place at East Roswell, Groveway Community, Roswell Area, and Sloan Street Parks, will be completed by Dominica Recreation Products and has a total project authorization of $1,542,117.

The next item saw Council vote 5-0 to approve a resolution to adopt the 2045 Comprehensive Growth Plan (Regular Agenda, Item 3). The plan, which was initially approved by Council on July 27 of this year, went to the Georgia Department of Community Affairs and the Atlanta Regional Commission for review this summer and was approved by both bodies. Tuesday’s vote was the final legislative step in the 2045 Comp Plan process.

Council then took up a pair of ordinances to amend the City’s Unified Development Code (UDC). The first (Regular Agenda, Item 4) would add language to the UDC to limit neon/LED signs and prohibit neon/LED lighting that outlines and details windows. The second (Regular Agenda, Item 5) would place limits on certain real estate signs. Both measures were approved by 5-0 votes.

The Regular Agenda concluded with a presentation by the City’s Economic Development Director on a resolution authorizing the Roswell Development Authority (RDA) to enter into negotiations for redevelopment and adaptive reuse of the Masonic Lodge at 1054 Alpharetta Street (Regular Agenda, Item 7). The City owns the Lodge, as well as the adjacent parcel to the south. With Council’s 5-0 vote to approve, the RDA will now be able to review and negotiate terms at that site for redevelopment as a live music and performing arts venue.

    City Attorney’s Report

The lone item on the City Attorney’s Report was a recommendation to go into closure at 5:30 p.m. on October 26, to discuss personnel, litigation and/or real estate (City Attorney’s Report, Item 1). That recommendation was approved by a unanimous vote.

    Coming Up
