Roswell’s Mayor and City Council held their final regular meeting of October on Monday, October 26, 2026, at City Hall. View the full agenda. Agenda item numbers below correspond to items as listed on the official agenda.

    Mayor’s Report

Following a presentation to Council by members of the Interact Club at Crabapple Middle School, the business portion of the meeting began with the Mayor’s Report. The lone item under that section of the agenda (Mayor’s Report, Item 1) was a presentation of the Mayor’s FY 2027 Proposed Budget. There was no discussion or formal action taken on the proposal, which would fully fund the fifth and final year of the transition to a full-time Fire Department, maintain funding for Recreation & Parks operations, honor obligations for the Gateway and Big Creek Parkway Projects, and replace outdated Public Safety equipment, among other initiatives. The total budget proposal is $227 million, down from $230.4 million in the FY 2026 budget.

The next step in the budget process will be a Mayor and Council work session on Friday, November 6 at East Roswell Recreation Center. The public’s first opportunity to speak on the proposal will come at the City Council meeting on Monday, November 9. A final reading and anticipated vote on the FY 2027 Budget are scheduled for Monday, December 7. The entire budget proposal, including revenues to offset the spending, is available to view on the City’s budget page.

Council then voted unanimously in favor of approving a pair of items on the Consent Agenda (Consent Agenda, Items 1-2). Those votes included approval of:

    • Minutes of the October 13 Mayor and Council Meeting.
    • A resolution to adopt the annual update to the Capital Improvement Element (CIE) covering the five-year period from 2026-2031. The CIE is an independent document derived from the 2040 Comprehensive Plan that lists projects from Public Safety, Transportation, and Recreation & Parks which are eligible to use impact fees as a source of funding.

    Regular Agenda

The regular agenda began with a presentation by the City’s Human Resources Director on a Georgia Municipal Association (GMA) Partners in Safety Grant (Regular Agenda, Item 1). The $10,000 grant would fund equipment purchases recommended by the City’s Safety Committee. Council voted unanimously to approve applying for and accepting that GMA grant.

They then heard a presentation on a federal grant to fund the replacement of the Roswell Police Department’s Computer Aided Dispatch/Records Management System (Regular Agenda, Item 2). Council voted unanimously to approve accepting the $1 million grant, which would be matched by city funds, as well as to approve a corresponding budget amendment. The final item on the Regular Agenda was a presentation on a FY 2026 Bulletproof Vest Partnership Grant (Regular Agenda, Item 3). The grant would be for up to $50,000, including matching City funds, and would provide 45 vests to Roswell Police officers. Council approved application and acceptance of the grant, as well as a corresponding budget amendment on a unanimous vote.

    City Attorney’s Report

There were a pair of items on the City Attorney’s Report. The first was a report to the Mayor and Council on an Ethics Investigation (City Attorney’s Report, Item 4). Per the City’s ethics policy, an independent third-party attorney investigated a complaint against Councilwoman Christine Hall, ultimately finding no violation of the ethics ordinance. Council voted 5-0 to accept the third-party findings.

The last agenda item was a recommendation to go into closure ahead of the Council Meeting on Monday, November 9, to discuss personnel, litigation and/or real estate (City Attorney’s Report, Item 5). Council approved that recommendation by a unanimous vote.
