The City of Roswell is taking a major step toward transforming one of its most underserved park spaces. On November 24, 2025, Council approved the redesign and construction contract and total project budget for the redevelopment of Liberty Square Park, bringing the long-awaited project officially into its construction phase. 

    “Liberty Square Park is a meaningful investment in one of Roswell’s most underserved neighborhoods,” said Mayor Kurt Wilson. “The INODIC program, our Master Plan guidance, and direct community feedback together ensure this project reflects the needs and aspirations of the families who call this area home.” 

    Why the Liberty Square Park Project Matters

    Located at 1280 Mission Hills Court, Liberty Square Park sits within a census block group where nearly 74% of residents qualify as low-to-moderate income. The area was identified in the City’s 2022 Parks Master Plan as significantly underserved in parkland, with very limited access to developed green space, playgrounds, or shaded recreation areas. For years, the site has consisted mainly of an open grassy field and a single soccer goal. 

    The need for investment was clear: the community wanted a park that supports play, gathering, safety, and access to nature. The redevelopment of Liberty Square Park is designed to meet that need and reinforce the City’s commitment to equitable access to parks and public spaces. 

    Funding Source: The INODIC Grant

    In 2023, the City was awarded fully funded grant through Georgia’s Improving Neighborhood Outcomes in Disproportionally Impacted Communities (INODIC), an American Rescue Plan Act (ARPA) funded program administered by the Georgia Governor’s Office of Planning and Budget. The program supports public infrastructure that improves health and community outcomes in neighborhoods disproportionately affected by the COVID-19 pandemic, including parks, sidewalks, playgrounds, and public gathering spaces. 

    Following a competitive procurement process, the City selected Lagniappe Development as the highest-scoring contractor. The City negotiated a $1,706,921 construction contract and allocated $223,489 for construction administration, inspection, materials testing, and contingency, bringing the total project budget to $1,930,410, fully covered by the INODIC grant program

The funding ensures we can deliver the features residents asked for at the open house. This project reflects their priorities and gives Liberty Square Park the kind of investment it has deserved for years”, said Steven Malone, Director of Recreation, Parks, Historic and Cultural Affairs Department.

    Shaped With the Community

    Community engagement played a major role in shaping the project. On June 25, 2025, the City hosted a community open house at Liberty Square Park to gather feedback on early park concepts. More than 100 residents attended, and the City provided translation services to ensure everyone could participate. Residents shared their priorities and ideas for the park including play areas, safe lighting, shaded gathering spaces, better pedestrian access, and preserving the park’s open green space. 

    That feedback helped drive decisions about the amenities and layout of the park to ensure it meets the needs of the neighborhood. 

    What’s Coming to Liberty Square Park

    The redevelopment will transform the undeveloped 21.4-acre site into a community-centered park with several major improvements including: 

    • A new pavilion facility 
    • Restrooms 
    • Parking improvements 
    • Playground features 
    • New plantings and landscaping 
    • Passive field space for open recreation 
    • Stormwater Best Management Practices (BMPs) to support regulatory requirements 

    These upgrades will create a safe, accessible, and family-friendly park for neighbors, youth, and visitors to enjoy.

    What Happens Next 

    With Council approval in place, the project will now move into pre-construction planning and contract finalization. Construction is anticipated to begin early 2026, with substantial completion expected by Fall 2026
