The City of Roswell is taking another major step toward increasing access to affordable housing with the release of its 2025 Community Development Block Grant (CDBG) Annual Action Plan. A key focus of the plan is the ongoing redevelopment of the Pelfrey Pines Apartments at 199 Groveway, a longstanding community of affordable housing operated by the Roswell Housing Authority (RHA). This redevelopment is a cornerstone of the City’s five-year CDBG strategic plan, which prioritizes investments that create long-term, sustainable housing solutions for residents. 

Backed by a $2,039,000 Section 108 loan from the U.S. Department of Housing and Urban Development (HUD), the City of Roswell is committing its entire CDBG allocation in the amount of $400,668 to the repayment of the loan and the redevelopment of the RHA’s Pelfrey Pines Apartments—one of the City’s most significant affordable housing projects in decades. 

Located at 199 Grove Way, the original 40-unit Pelfrey Pines complex was demolished earlier this year due to longstanding structural concerns. In its place, the Housing Authority will construct 102 new affordable apartments during Phase I of a multi-phase redevelopment effort. These new units—99 one-bedroom and 3 two-bedroom—will be reserved for households earning 30%, 60%, and 80% of the Area Median Income (Roswell’s sits at $124,422), dramatically expanding housing access for low- to moderate-income residents. Previous Pelfrey Pines residents who were relocated in 2022 will have first priority to return to the new property. 

“This redevelopment is a critical step forward in ensuring safe, modern, and accessible housing for all our residents, regardless of income,” said Mayor Kurt Wilson. “By leveraging federal tools like the CDBG program and the Section 108 loan, we’re making a deliberate and lasting investment in the future of Roswell. This project is about more than rebuilding housing—it’s about restoring opportunity and community.” 

Strategic Use of Federal Funding to Support Housing Redevelopment

Since 2023, the City of Roswell has directed its CDBG funds toward critical predevelopment activities for the Pelfrey Pines project. In 2024, the City committed additional funds to help close the financing gap for the Housing Authority’s Low-Income Housing Tax Credit (LIHTC) application through the Georgia Department of Community Affairs—a vital step in securing long-term project viability. 

To further support the initiative, the City applied for a Section 108 Loan from HUD in December 2024. This financing tool allows local governments to borrow up to five times their annual CDBG allocation for large-scale community development projects. Roswell’s application—approved by Mayor and Council in July 2024—has now received HUD’s internal approval, and final Congressional sign-off is anticipated within 30 days. The timing aligns with the Housing Authority’s projected financial closing on the LIHTC deal in August 2025. 

Once finalized, the Section 108 loan will fund essential preconstruction work, including site preparation and infrastructure installation.  

Loan repayment will begin in Fall 2025 using both prior-year (2024) and, if approved, current-year (2025) CDBG funds. This carefully coordinated funding approach ensures that Roswell continues to leverage its federal resources effectively while maintaining its focus on long-term community impact. 

Construction of the new Pelfrey Pines is expected to begin in fall 2025 and conclude in 2027. The new development will also include community amenities such as a fitness room, gathering spaces, a central laundry facility, a gazebo, and a dedicated mailroom—all designed to foster dignity, wellness, and a sense of place for future residents.

As part of its planning process, the City invites residents to review and provide feedback on the draft 2025 Annual Action Plan during the official public comment period, which runs through July 28, 2025.

Following the comment period, the Roswell City Council is expected to vote on a resolution to adopt the final Action Plan at its August 11 meeting. The approved plan will then be submitted to HUD.
