Starting Tuesday, Sept. 2, the City of Roswell will begin a major waterline replacement project along Bulloch Avenue that includes replacing nearly 1,900 linear feet of outdated pipe, as well as creating a looping water main that connects to adjacent roads. This upgrade will significantly enhance fire safety in the area and support ongoing improvements at the City’s historic sites.
While access will be maintained, expect intermittent lane closures, limited street parking, and temporary impacts in the Bulloch Hall parking area during the approximately three-month construction period.

Waterline Upgrades on Bulloch Avenue Enhance Fire Protection and Support Historic Properties

Roswell City Council approved a major infrastructure project to replace and upgrade the existing waterline along Bulloch Avenue during their Aug. 11 Mayor and Council Meeting. This project includes replacing nearly 1,900 linear feet of outdated pipe, as well as creating a looping water main that connects to adjacent roads and allows for increased water flow. This upgrade will significantly enhance fire safety in the area and support ongoing improvements at the City’s historic sites, including Bulloch Hall, Mimosa Hall, and the future Founders Park.
Construction is scheduled to begin in early fall and will take approximately three months to complete. Access will be maintained throughout construction, although drivers can expect intermittent lane closures, temporary impacts to the Bulloch Hall parking lot, and limited street parking.
The City will coordinate the project to minimize disruptions to residents and visitors, especially ahead of the popular Christkindl Market at Bulloch Hall planned for November-December 2025.
“This project is yet another way that the City of Roswell is taking a proactive approach to maintain, support, and enhance the City’s water infrastructure and availability of water flow for fire response,” said Mayor Kurt Wilson. “In addition, it’s a major step in supporting long-term activation of our historic assets. From acquiring historic homes to renovating and upgrading and historic spaces for community use, the City has proven its commitment time and time again.”
The project includes the replacement of 1,885 linear feet of aging, 6-inch concrete pipe with new, 8-inch ductile iron pipe. The new waterline will form a loop by connecting to larger 12-inch mains on both Mimosa Drive and Marietta Highway. This looped connection will allow for greater water flow from multiple directions, increasing reliability and enhancing fire safety response for nearby historic and residential properties.
The total cost for this project is $506,162 (which includes $460,148 for construction with $46,014 for contingencies), covered by the City’s Water Construction Project Fund, Capital Projects Fund, and ARPA.
Supporting and Activating Roswell’s Historic Assets
In addition to strengthening Roswell’s water infrastructure, this project marks another significant investment in the City’s historic assets. Roswell has invested more than $17 million in historic activation in just the last four years—renovating Historic Town Square; upgrading Mimosa Hall’s first and second floors and driveway; creating a special event space at Mimosa Hall; and acquiring Holly Hill.
These efforts are part of an ambitious vision to link many of Roswell’s most beloved historic sites into a single, unified experience of community, history, and celebration. Known for now as Founders Park, this multi-phase initiative will create a contiguous stretch of green space connecting Bulloch Hall, Mimosa Hall, Holly Hill, Historic Town Square Park, and Barrington Hall—transforming them into a continuous, walkable, and event-ready public destination.
