The City of Roswell and the Roswell Housing Authority (RHA), in partnership with nationally recognized developer Pennrose, have officially begun construction on RHA Redevelopment Phase I, the first step in a multi-phase plan to modernize and expand affordable housing options in the City of Roswell.
Mayor Kurt Wilson and the City Council joined stakeholders and community members for a groundbreaking ceremony on October 30, 2025, to officially kick off the transformative project, which will deliver 102 new, energy-efficient, affordable apartment homes on the former site of the Pelfrey Pines Apartments at 199 Grove Way. Once complete, the two-phase master plan will create a total of 204 new units, dramatically expanding access to affordable and workforce housing in one of Georgia’s most sought-after and amenity-rich communities.
The former Pelfrey Pines complex had fallen into disrepair and was ultimately deemed unsafe for residents, prompting the City and Housing Authority to pursue a complete redevelopment that not only replaces outdated housing but also connects seamlessly with Hillrose, the new mixed-use district just down the street, offering future residents access to jobs, shopping, restaurants, and community amenities within walking distance.
Roswell is contributing $2 million toward the redevelopment through its Community Development Block Grant (CDBG) program, reflecting the City’s strong and ongoing commitment to creating safe, high-quality, and attainable housing options for residents of all income levels.

It’s about community, opportunity, and ensuring that those who have long called Roswell home can continue to thrive here.”
Phase I will include 99 one-bedroom and 3 two-bedroom apartments reserved for households earning between 30%, 60%, and 80% of the Area Median Income (AMI), supported through Low-Income Housing Tax Credits (LIHTC) and HUD’s Rental Assistance Demonstration (RAD) program. The development ensures former Pelfrey Pines residents have the right to return, preserving community continuity and stability.

Amenities will include a fitness center, community gathering room, activity space, roof terrace, mailroom, and onsite management—along with proximity to Roswell’s top-rated schools, parks, trails, and historic downtown.
Construction began in October 2025, with a projected completion date in early 2027.
The project is financed through a layered structure combining federal, state, and local resources, including:
- $4.7 million from DCA ERA2 funds
- $3.3 million from DCA National Housing Trust Fund
- $3.6 million from Community Foundation for Greater Atlanta “TogetherATL” funds
- $2.039 million from the City of Roswell (HUD Section 108 Loan)
Design and construction partners include Smith Dalia Architects, H.J. Russell Construction, and Thompson Ehle Company.
